DRUNK INTRUDER CUM ATTEMPT THIEF CAUGHT AFTER MIDNIGHT NEAR MY HOUSE

About 1:33 am today 5th Dec 2014, I received a frantic hp call from my niece whose house is just two blocks from mine.

She and mother were rather in panic saying there is an armed thief outside their house.  It was raining quite a bit then so lucky their was an old raincoat hanging on my veranda.  I quickly put it on and grabbed a heavy garden rake that is also lying on my veranda which I sometimes used for gardening.

That rake is quite heavy and can easily beat up a man dead really.

In a hurry I did not grab any torchlight since the electric lamps outside our house was bright enough so I quickly went to my sister's house.

From their gate I spied someone standing outside their house, so I cautiously approached the man after making sure he was alone.

The man was acting strangely. When I saw he was unarmed, barefooted and no shirt, a bit shivering from the rain and also stink a bit of alcohol, I asked him what he is doing and how he got into my sisters compound which has a high fence all around.

I could not get any answer to this.

All I got was him asking for help to call a driver who work for some Datuk Rein, or whatever,  he also mention Wong Kuok.

I tried to ask his many simple question but could not get any answers, I assume he was playing stupid because according to my sister she heard the dogs barking against an intruder and suddenly turned on the front lights.

She said the man seemed to be trying to open a big tool box belonging to her contractor outside the house. This toolbox contained lots of electrical tools for fixing the metal roofs of her house.

Before calling me, my sis and niece has also been frantically calling Penampang Police station to send some officers to arrest the man.

So while waiting for the police which took about 20 minutes, I did my best to stall this middle aged looking funny man and he did not make any attempt to leave.

Finally I manage to extract from him that he comes from Tandek, and surprisingly he can speak and understand Penampang Kadazan.

When the cops finally came in two squad cars with 2 in each car bringing weapons, we found out that initially they went wrongly to the other half of my kampong, which is divided into two. They also told me that they have to be prepared with arms because my second niece has also called them saying the intruder is armed with a gun (silly really because she was not really sure of seeing any gun or pistol as she stayed put inside her own house next door.)

Anyway after showing the cops who was the intruder, they were quite surprise that the man did not look dangerous, just drunk and stupid but they handcuffed him all the same and brought him back to Penampang Police Station. They also told us to make a police report which we immediately did at about 2:15 am this same night.

Well the police report was made by my sister, short and simple and we left the stupid old wannabe thief at the police station still cuffed and sitting on the floor.

We were promised by the police that they will investigate the background of this man who is definitely a local,  maybe a useless drunk looking for something to steal from my sister's house so that he can buy more beer or montoku perhaps

Sadly I did not even bring my usual Nikon camera but manage to take a record of the guy with my cheap handphone, and here is his photo, with a handcuff and held by a policeman

 
 
This guy was carrying a Sabah IC with him in his wallet, he had a cheap handphone with dead batteries, BUT I forgot to note down his dusunic name.  I will go back to the police station later to inquire about him.
 
But meanwhile, if you know this guy, please give us feedback.
 
I bet he is still in the lockup today and the charge should be intruding and attempt theft.
 
 
Anyway thanks to the police bahagian peronda for their quick action to come to our houses.
 
UPDATED:  today  8 dec 2014
 
Sadly because I could not read well in bad light I never did manage to note the name of this guy and the cops won't release the name afterwards.
 
However the Detective Inspector in charge of this case told me by phone that he was 60 years old and simply lost after drinking and arguing with a nephew at Donggongon and pleaded with the police that he was sorry for being at the wrong place.
 
His urine sample prove negative for drugs, just alcohol and there is nothing else to charge him with. I believe we also made a mistake thinking he was trying to steal the tools around the house and he could probably not recognise their value.
 
So I did tell the cops we are not laying any charges or complaint so long as we are sure he was not dangerous.
 
So I believe he is already released, but I requested the cops to scold his family for not taking care of their own people and causing shame to our native races.

Floods reflect quality of leaders we had

FOR the first time in the last 50 years, there were three floods in one month which occurred on 7, 10 and 23rd October 2014 in Penampang. Both natural and man-made, the floods this time really showed what kind of leaders we have in Sabah. As published in your paper, these leaders are quoted to have said: -
  
1. “We will ask Drainage and Irrigation Dept to look into it” the Huguan Siou was quoted. After more than 50 years of independence within Malaysia, and the floods getting worse every year, are they still staring at the floods with binoculars?  

 2. Another former PBS leader was also quoted asking the now retired DO of Penampang to investigate the Babagon Dam, that the operators should have retained the water in the dam and release only after the flood has receded. Imagine where are they going to retain the flood waters when the dam reservoir is already full? Maybe he should have sent a billion of those blue water tanks which they used to distribute during election time to Babagon catchment to store the excess water?
  
 3. A leader from Upko is quoted “If I knew it was going to flood, I would not have gone to Hawaii”. So childish because this is not the first time that a flood occurred but has been getting worse since the British Colonial government left. The people are angry at the lack of action against floods, not your oversea trip.   

As for the relief donations in bags of rice and some foodstuff, they are just symbolic and sometimes create pandemonium as seen recently when typical Asians don’t know the meaning of queuing.     It can hardly replace 1 per cent of the suffering and damage due to the floods. Apart from that, those whose houses have really been submerged under three meters of water did not find their names on the list.  

 I salute welfare Minister Datuk Jainab for suggesting to widen the mouth of the Moyog River to improve the flow of the floods. She is the only one who made sense so I suggest the Rakyat vote in more women leaders as I have lost my faith in the men. But at the same time it was noted that she did not come around to distribute aid nor visit unlike in Sepanggar even though her portfolio is welfare. Social media said it is perhaps because Penampang is now in the opposition or mainly Christian.   

 A self appointed “YB” of Penampang announced he alone will be asking the government for RM67 million for the flood mitigation including the construction of some drainage canals. I heard so many promises of flood mitigation in the last 10 years but they never materialised. Where are you going to build these drainage systems when all the land in Penampang have been bought and sold for millions to be reclaimed and commercial and housing have already been built? Perhaps the hefty amount needs to be used to compensate some buildings which have to be torn down for drainage wayleave or maybe some of there million will end up at the Jackpot machines that he is known to frequent.  

 Just give me RM10 million and I will call an open tender to clean up and widen the Moyog River which is the main cause of the problem. Of course direct award of contract straight from someone’s office will inflate that cost to RM100 million.  

 From hydrological view, what is the point of building drainage canals when all of them will end up pouring into Moyog River which overflows during the flood? When that happens, your drainage canal will be flowing upstream just as I have seen many rivulets during floods. The few storm drains existing all end up discharging into the river. Find the proof by accessing the google satellite photograph in the internet for free and follow the Moyog River from the Babagon Reservoir down to the sea at Kepayan and Putatan ( there are two outlets, one big the other partially man made.)   

The width of the river is wide from Kg Madsiang down to Penampang Proper but from then on it meanders like a snake and is half in width due to siltation, from Dambai Bridge down to the sea. At some places, houses are built right to the bank of the river and even the access roads are built by reclaiming a part of the river bank. Riparian reserve does not exist in Sabah or in Malaysia for that matter and that is the real problem. Completing the choking of the flow of water are trees growing to the water line and bamboo clumps all lying in the river bed as my photo proves.  

 Nothing has been done to revive and improve this river since 1963, no thanks to our leaders. Blockages in the only river drainage is the reason why the flood on 7 October reached Donggongon town, Post Office and District office even though the same level have reached my house in the past without affecting these three locations. As for the second and third floods on 10 and 23rd, they came from normal tropical rain lasting less than one hour, and not the typhoon like Vongfong, hence drainage problem has to be the cause. By now every leader has forgotten about the flood because its over. The suffering continues for example the people cannot renew their driving licence at the Penampang Post office because the JPJ computer located near the floor was flooded.    

At the time of writing, JPJ had yet to replace the PC with the special software for printing your licence. I am sure Express readers can give hundreds of other examples.   

As usual, water supply and electricity was cut off during the floods. The water pressure went down because pipe normally leaks and burst when landslides occur during heavy rain. However for electricity, blackouts can be avoided if SESB relocates all the sensitive equipment to higher ground or elevate those transformers via stilted structures at flood prone areas. As far as I know the expertise of federal TNB has wasted millions building a substation at the flood prone padifields of Kolopis-Tindai which was long known for being under 5m of water during flood. so there must be other small single transformer stations still lying in flood prone areas. At the top of transformers you can find bare conductors which will be dangerous when reached by the flood.

   SESB should also buy lots of boats suitable for use during floods to carry out repairs instead of spending thousands on speech competitions and holding a convention on childish 5S games which is equal to holding a convention for toilet cleaners. 20 hours of blackout twice cannot be solved by making a speech about flood waters. No matter how good your oratory skills are, the muddy flood water is not going away! Hopefully SESB is not going to lie on their SAIDI figures this year. The floods already contributed about 1000 of your figures so your target of only 400 are simply imaginary dreams.   

This is an open petition to the government to mitigate the flood now as we have been waiting for years for your sweet promises despite the fact that Penampang have voted in BN leaders so many times. I did hear a comment along the flooded road by a motorcyclist with a foreign accent saying that the flood is a present for Penampang who are strong opposition supporters.   
I believe the Babagon Dam do contribute to the speed of the flood, however my estimate is just one or two percent and this can be solved simply by proper drainage downstream. Those who keep on insisting on pointing fingers at the dam are the very same people contributing to the flood, by throwing rubbish into the river and by occupying the riparian reserves.

SINO-KDM NIGHT AT PUTERA HALL, KOTA KINABALU ON 7 NOV 2014

OK, now I am updating this blog later than the rest of the bloggers and photographers at the event.

Actually I wanted to write a piece for Daily Express but after listening to the speeches, I could not find any catchy story to write because the CM only promised some allocation to this NGO next year as the accounts for this year is already closed. He did not address any of the main points raised by the President of this NGO.

INTERNATIONAL DAY FOR SENIOR CITIZENS AT POLYCLINIC PENAMPANG

The theme in Bahasa Malaysia states: Sambutan Hari Warga Emas Sedunia Peringkat Kawasan Penampang.

This event was on 31 October 2014 but the news article was published by Daily Express only on Tuesday 4th November.


The prettiest doctor in this Polyclinic happened to be appointed as the chairperson of the organising committee for this event which included members of the Golden Citizen Club of Penampang who was initiated by a previous Chief Medical Officer here.

Writing news about the event alone would not make it to the MSM without any catchy topic, so I had to interview the good doctor and asked about the topic of oversupply of Doctors in Malaysia.
As I expected any doctor would disagree considering the extra working hours they have to bear due to the long queue of patients and increasing population. This may be the view of the old school of thought but we are in the modern world where patients expect good service with higher doctor to patient ratios.

Dr Amelia seems to be happy doing this extra health activities for the Seniors of Penampang.
However with less than 100 seniors attending this function, I was rather disappointed at the poor response of the Penampang people to such event beneficial for them, or perhaps most of the seniors are still busy with their own life, some I know as still trying to earn their living at Tamus and Market or helping look after their grandchildren and would only turn up to the clinic when they are ill.

Nevertheless, polyclinics are meant to promote health, rather than curing the elderly when they are already chronic which is more costly than prevention.

So all you senior citizens of Penampang, the service is available for you such as health and dental screening. The parking lots seems to be always full when I visited again on Wednesday 6 November, which shows that the people only come when they are sick.

As for the seniors who would be more susceptible to illness, Dr Amelia said that they can come here and register as client, not necessary as patient and make appointment for their health screening. They have a target KPI of screening 5% of the seniors here per year. So I don't see why they should not take advantage of this free service.

MORE COMPANIES DONATE RICE TO FLOOD VICTIM

PENAMPANG. Following the Daily Express report on 16 Oct 2014, more companies have come forward to donate bags of rice to flood victims here as part of their social responsibility.

Leading them is the Chang Cheng Group of companies represented by Tee Hong Keng with a vanload of rice bags. The others who followed suit today were Car Accessories shop 2020 at Bundusan and Ah Fatt Koay Teow Restaurant Lido. All of them channelled their donation through a government recognised NGO Sahabat Alam Sekitar (SAS) represented by Datuk Jackson Boijol.

PENAMPANG. “Be responsible with any remarks on the latest big flood.” Penampang UPKO Chief Datuk Donald Mojuntin was responding to question regarding those who insisted that the Babagon Dam was partly the cause of the flood, without actually checking out the facts or even seen what the dam looks like. He has been to the site and confirms the spillway allows only excess water to flow out in order to maintain the same safe level in the reservoir.

However, he is considering another visit with the UPKO youths to enable the relevant authorities to thrash this issue once and for all and counter the negative perceptions from the people.

Mojuntin was speaking just before accepting flood relief donations in the form of bags of rice, adding that donations from any NGO, companies and even opposition parties or private individuals are much welcomed and the UPKO youths are only making sincere efforts to carry out the distributions to those badly affected by the flood. This is not the time to politicise the suffering of the people, he added.

Later, another NGO called Pertubuhan Sahabat Alam Sekitar Malaysia (SAS) arrived with another 135 bags of rice. They were represented by Datuk Jackson Boijol as the Director for Sabah, together with his secretary Stephen Jimbangan and two executive members Edward Marail and Leung Chook Tuck.

In his brief handing over speech, Boijol informed that SAS is an NGO that works with the government to conserve and protect the environment. It was formed in 2012 and the head office is at Shah Alam Selangor. The President Datuk Haji Malik Yusop also shared his sympathy for all flood victims.

This event is impromptu but decided out of sincerity due to the call by the Chief of Unity Division to anyone who can help, this is not the time to brag or point fingers but instead carry out our social obligations. We hope other NGOs will follow suit, he added.

Later another company Chang Cheng Realty Sdn Bhd delivered 100 bags making the total collection on Tuesday to 235 bags of rice. It was known to UPKO that another 1500 families were still waiting for assistance.

NEXT DAY ON WEDNESDAY IT WAS STILL RECEDING, WE THOUGHT IT WAS ALL OVER

BUT ON FRIDAY IT CAME BACK AGAIN IN THE MORNING, OOO SHIT !!
At least the 2nd flood was only half the depth of the first one but remained at peak level for 6 hours before beginning to subside.

 The water was still rising and yet this girl has time to sit on a plastic chair in the flood under her house.

Maybe this was part of the cause of higher flood level.  The width of the river Moyog is partly constricted in width by say 20 percent due to construction access for the New Dambai Bridge.
 
 


TWO FLOOD IN ONE WEEK THANKS TO MR VONGFONG- PENAMPANG 4TH WORST FLOOD


I say fourth because my house situated in a low lying ground about the same level as Penampang Proper village, had seen 3 flood levels higher than this one on 7th October 2014.  However this is one flood that rose very suddenly, something like one foot in 5 minutes like a big wave have come thundering down from Babagon and Moyog.

It was just about one inch from my floor level where I got plenty of goods and musical amplifiers on the floor. I was wondering where I am going to place them when the water reached the peak. By that time I cannot see any more rain either at my house or upstream in the direction of Moyog.

That's why all the conspiracy theorist started pointing fingers at the Babagon gates, which of course does not exist.

Here are a few pics that I managed to take because at the peak of the flood I was already trapped inside my stilted wooden house.

Anyway the top 3 floods have names.

1.  Hilda, flood level went one metre plus above the floor of my house
2.  Greg, flood level about 0.3 m inside my house.
3.  Forgot the name,  flood level exactly level with the floor of my kitchen
4.  this one, vongfong.  I even hate their names.  what next? Laukong ?
